Charmaine Brimm
Charmaine Brimm is employed as Technical Specialist with portfolio responsibility for Socio-economic Development at the Planning Institute of Jamaica (PIOJ), the agency of Government leading the process of policy formulation on economic, social and environmental issues and external co operation management. She holds an MBA (Business Administration) from the University of Leicester, England and a BSc (Hons) in Public Administration (Major) and Political Science (Minor), from the University of the West Indies (Mona Campus). With over ten (10) years extensive experience in the areas of Strategic Planning, Research, Program Design & Coordination and Policy Development, Miss Brimm provides technical support in the coordination of socio-economic project initiatives being implemented at the community level, in keeping with the strategic actions under the Community Renewal Programme (CRP). She also provides technical and policy advice in the development, update and review of relevant Government policies and coordinates the implementation of policy activities.
Some of her Sector wins include: coordinated and led technical support to the development of policies and proposals that advance the community transformation agenda specifically: establishment of a Policy Committee within the PIOJ to facilitate dialogue & coordination of initiatives towards development of the social enterprise sector in Jamaica; successful advocacy for the inclusion of social enterprises in the MSME and Entrepreneurship policy (Cabinet approved in 2018); secured Technical Assistance, valued at GBP100,000, for Jamaica under the European Union’s Investment Climate Reform facility, that led to the development of a Draft Legal Status Act, and a Marketing Strategy and Resource Mobilization Plan for the Social Enterprise sector in Jamaica; successful mobilization of over J$30 million and US490,000 in funding to support key initiatives implemented in 40 communities across KSA, Clarendon and St. James; the design and implementation of six catalytic interventions to address critical needs in target communities; coordination and monitoring of several socio-economic initiatives in 40 communities across KSA, Clarendon and St. James; design of the IAN Youth Development programme, which received NCTVET customized certification “Development of Community Projects for Implementation” now added in the curriculum as a programme offering within HEART NSTA Trust; and participation in the development of 5 curriculum by NCTVET, for training in the areas along Bamboo Value Chain.
Miss Brimm is a Director on the Jamaica Social Stock Exchange (JSSE) Advisory Board of Councillors, Chairperson for the Social Enterprise Working Group, a sub-group of the National Policy Implementation Committee (NPIC) and member of the 2030 Agenda Sustainable Development Goals (SDGs) Core Group within the PIOJ. She is a Justice of the Peace for the Parish of St. Andrew and the recipient of the Jamaica National Foundation Public Sector award, for her contribution to the development of the Social Enterprise Sector. Miss Brimm has also represented Jamaica as delegate to the People’s Republic of China, London, Barbados and Belize.
An avid Christian for over 18yrs, Miss Brimm serves as Worship Leader, Clan Leader, former Core Leader, member of the Music Ministry and Prayer Teams in her Church. She also serves as a mentor of the Ministry of National Security’s ‘We Transform Youth Programme’, and spent over 10 years as a volunteer under the City Life Ministries outreach programme in Southside.
